Planning Committee

City Council’s Planning Committee met on Tuesday, February 24, 2026. There were three divided votes.

Applications for an Official Plan Amendment and Zoning By-law Amendment for Lands Located at 2640, 2646, and 2654 Binbrook Road, Glanbrook (Ward 11)

To permit the development of multiple dwellings and a mixed use building the extension of the existing drive-through facility onto the western portion of the subject lands.

“The proposal will facilitate 33 dwelling units and five commercial units with 40 parking spaces. An extension of the existing drive-through facility is proposed on the western portion of the subject lands to support the existing restaurant (Tim Hortons), which is proposed to be severed and merged with 2660-2668 Binbrook Road.”

Designate 200 Main Street East, Hamilton (First Pilgrim United Church), under Part IV of the Ontario Heritage Act

A motion to designate First Pilgrim United Church as a heritage building. The effect of the motion is to prevent the demolition of the church building which the now-small United Church congregation is trying to sell.

“That the City Clerk BE DIRECTED to give notice of Council’s intention to designate 200 Main Street East, Hamilton (First-Pilgrim United Church), shown in Appendix A attached to Report PED25070, as a property of cultural heritage value pursuant to the provisions of Part IV, Section 29 of the Ontario Heritage Act, in accordance with the Statement of Cultural Heritage Value or Interest and Description of Heritage Attributes”

General Issues Committee

City Council’s Planning Committee met on Wednesday, February 25, 2026. There were two divided votes.

Light Rail Transit (LRT) Agreement Update

City Council discussed the Dispute Resolution Protocol for the Hamilton Light Rail Transit (LRT) Project, a legal agreement between the City and the Province of Ontario (as represented by Metrolinx) in which both parties agree to use third-party arbitration instead of the Courts in the event of disputes during LRT construction and early operations.

On the main motion:

That the City Manager, or their designate, BE AUTHORIZED and BE DIRECTED to execute, on behalf of the City, the Dispute Resolution Protocol for the Hamilton Light Rail Transit (LRT) Project, attached hereto as Appendix “A” to Report PED26059, as Schedule “J” to the Hamilton LRT Memorandum of Understanding.

A vote to reconfirm a 2023 funding allocation of $2.3-million to support the construction of “23 units of permanent housing for families experiencing homelessness” that was originally supposed to be under construction by the end of 2024.

Council needed to vote to remove the previous condition that construction begin by the end of 2024.
