City of Hamilton staff have issued final zoning approvals for a 12-storey mid-rise condominium at the southeast corner of Rymal Road West and Upper Paradise Street to proceed to construction, according to the City of Hamilton development approvals dataset.

Hamilton City Council approved the project in mid-August 2023, clearing the way for developer DiCenzo Homes to build 165 units at 631 and 635 Rymal Road West, with 198 parking spaces. The 2023 approval required the development to commission and provide the City with a sanitary sewer capacity analysis, and included standard holding conditions covering construction planning, external works agreements, and other engineering requirements.

The holding provision on the property was removed in August 2026, according to the dataset.

The City of Hamilton and Hamilton’s development and construction industry are both racing to get as many new housing units built as possible before March 31, 2029. The deadline is tied to retaining the full $574-million in joint federal-provincial Development Charge Reduction Program funding committed for Hamilton, provided to compensate the City for a three-year elimination of municipal development charges on new residential units.

The City will need to meet housing targets set out in a pending Transfer Payment Agreement, and developers will have until early 2029 to begin construction on projects in order to benefit from the full City DC waiver.

The 165-unit DiCenzo Homes project stands to save an estimated $7.6-million in development charges: $38,919 for each of the 113 one-bedroom or bachelor units, and $62,806 for each of the 52 two-bedroom or larger units.
