The Manager of the Hamilton Farmers’ Market Bill Slowka says the Downtown Hamilton facility is experiencing “an influx of visitors displaying behavioral issues in the Market primarily on weekdays” following the Hamilton Public Library’s (HPL) implementation of measures to prevent illicit drug use at the Central library branch.

The Market is a co-tenant of a shared facility with the library, located in the basement level below the Central Library.

Slowka writes in an update to the Market Board of Directors that he is currently reviewing security needs, and the market will install Halo Smart Sensors in public washrooms to detect smoking, drug use and more.

On March 16, 2026, the HPL implemented a new entry policy requiring patrons to have a valid library card to enter the Central branch, following “problematic drug use” and “adult disruptions” to the children’s section reaching “crisis” levels. The library has also moved the children’s section to its second floor to ensure the safety and comfort of families.

With the implementation of the policy, the HPL has succeeded at significantly decreasing the behavioural issues occurring in its facility.

One of the effects of the HPL change is individuals migrating elsewhere, including the Farmers’ Market and Jackson Square.
