The City of Hamilton has named acting senior managers, following the recent dismissals of General Manager of Planning and Economic Development Arvin Prasad, long-time Executive Director of Human Resources Lora Fontana, and long-time Director of Diversity and Talent Jodi Koch.
All three have received undisclosed packages as part of their exits.
Prasad was let go following allegations, reported on by The Toronto Star, that received consulting payments from a developer while overseeing planning approvals connected to the same company during his time as the City of Markham’s Development Services Commissioner. The allegations were made in an ongoing legal dispute between developers.
Prasad was hired in June 2025. He was placed on leave in early May, immediately following publication of the Markham allegations.
Both Fontana’s and Koch’s departures were unexpected, with no reasons disclosed. with no reasons provided by City Manager Marnie Cluckie, Mayor Andrea Horwath, or City Council.
Fontana was Executive Director for just under 10 years. Koch was in her role for just under nine years.
Mayor Horwath and City Council have decided to begin the hiring processes and intend to complete hiring new senior managers before the October 26 municipal election.
Acting Senior Managers Named
Nenzi Cocca has been named Acting Executive Director of Human Resources.
Julie Shott is Acting Director of Talent and Diversity.
Norm Schleehahn is stepping in as Acting General Manager of Planning and Economic Development. The long-time Director of Economic Development was scheduled to retire on June 30, 2026. He will remain with the City in the acting role beyond this date.
Ray Kessler, the City’s Director of Real Estate, will be Acting Director of Economic Development.
New Director of Financial Services
James Lawrence has been named the City’s Director of Financial Service. The role oversees the City’s accounting systems, business applications, and payroll administration.

As a tax payer, why is there not criminal charges against these individuals?
None of the staff screw-ups have been criminal. They are severe, but each and every one of them were authorized by Council.
