The Hamilton Public Library Board concluded its 2023 fiscal year with an annual deficit of $3,465,078. Capital investments drawn from reserve funds and unexpected security and social support costs emerged as the primary drivers of the shortfall.

Over two-thirds of the deficit resulted from drawing down $2,560,000 in reserves to fund capital projects, including Mount Hope renovations, studies to convert the West Harbour Discovery Center into a library branch, and renovations to other branches.

In an interview, HPL Director of Finance Pam Byrne explained the timing of these expenditures. “There was a lot of strategies that probably were put on hold due to COVID,” Byrne said, noting that the library decided to resume the projects in 2023.

The library’s operating deficit for 2023 was $687,160. The primary reasons for this shortfall were City Council decisions to increase compensation rates for City of Hamilton staff, unexpected increases in security staffing requirements, and funding for social support workers to address post-pandemic social needs that spilled into library branches.

Chief Librarian and CEO Paul Takala characterized 2023 as a turning point for the organization. “Coming out of COVID, the scale was just different,” Takala said. “And, you know, I think it caught the world by surprise to be honest.”

The library board added increased security costs to the 2024 budget in response to these emerging pressures. The HPL’s staff compensation mirrors that of the City of Hamilton.

The library’s financial and IT systems were integrated with the City of Hamilton’s infrastructure. Both systems were severely impacted by the City’s February 2024 cybersecurity failure. The 2023 audit was delayed as a result, and auditors conducted additional work to verify accounting following data recovery.

The Hamilton Public Library Board will hold a special video conference meeting on Tuesday, May 19, at 4:00 p.m. to consider the audited statements.
