The CityHousing Hamilton Board will discuss a new public delegations policy, receive an annual update on the state of CityHousing assets, annual insurance update, and vacancy rate update.

The meeting begins at 10:00 a.m. on Tuesday in Room 192 at Hamilton City Hall and will be live-streamed on YouTube. The agenda is online here.

Delegations Policy

CCH has recently experienced disruptive delegates, including an individual making allegations against front-line CCH staff. The October 2024 CCH meeting was abruptly ended due to delegate accusations.

The new policy will prohibit delegates from speaking to issues with other CCH routes of grievance, no longer permit accusations, and address matters that can be brought to the Landlord-Tenant Board.

CityHousing Assets

Similar to most public bodies, the CityHousing Hamilton infrastructure deficit is significant due to aging facilities. The average age of CityHousing’s high-rise buildings is 38 years, 34 years for mid-rise [down from 42 years in 2023, thanks to the opening of a few new buildings], 40 years for low-rise assets, 57 years for single-detached homes, 61 years for semi-detached houses, and 43 years for townhouses.

Average asset conditions range from Fair to Very Poor.

Overall, CHH manages over $3.1-billion in assets.

2014 Insurance Incidents and 2025 Insurance Costs

CHH paid $247,000 in deductibles and settlement costs in 2024, an amount above the five-year average of $163,496.20 for 2019 to 2023.

There were eight fires in CHH units, 15 slip-and-fall incidents, and 13 flooding incidents.

CCH’s 2025 insurance premium will increase nearly 13 percent compared to last year. CCH will pay $2.34-million for insurance, up from $2.07-million. The deductible for property claims is $50,000 per occurrence.

Vacant Unit Monthly Update

CCH is reporting a vacancy rate of 2.2 percent (160 units) at the end of April. This is an increase from 130 vacant units in the last report. The reason for the increase is move-outs. Units are vacant pending inspection. CCH’s goal is to be under two percent.
