Angie Burden, General Manager of Community Services and Carlyle Khan, General Manager of Public Works, are no longer employed by the City of Hamilton.

They were unexpectedly removed from their positions in a shake-up quietly announced in an internal City memo.

No reason for the change was provided.

Both were hired by the City of Hamilton during the tenure of former City Manager Janette Smith, from 2019 to 2023. Cyrus Tehrani, the Chief Information Officer, is the only remaining Smith hire on the Senior Leadership Team.

Mayor Andrea Horwath thanked both of them for their work in a written statement.

“As this is a personnel matter, I will not be sharing further details. As Mayor, I hired the City Manager and trust in her judgment to build and lead the team that supports her work.

I want to thank Carlyle Khan and Angie Burden for their service to the City of Hamilton, and I wish them both all the best in their future endeavours.”

Jackie Kennedy, Director of Engineering Services, has been named Acting General Manager for Public Works.

Grace Mater, General Manager of Community Services, will lead all departments within the Healthy and Safe Communities Department. Mater was promoted to general manager without a portfolio during the peak of the City’s COVID-19 response.

She was assigned community services in early 2023 alongside Burden. This change returns the department to being led by a single general manager.

At the time of publication, no statement has been issued by the City Manager’s Office.

  1. What about the transparency of our mayor, of course it should be part of an open administration.

  2. Again why the lack of openesswith the Hamilton public. I think there is alot more going on in city hall. Whether it be graft or sweetheart deals. I mean you can’t even fix a pothole properly. Shame

  3. Finally the new CM was successful in firing last two senior leaders hired to bring change to City administration and how city services standard, transparency and integrity is bolstered to match other top cities in Canada. This is crucial decision not just financially to taxpayers but also clear message to resident that City administration and governance does not want to change and continue operate as small Town and a huge set back to be ready for 21st century growth, development and uncertainties. Entire SLT including CM is now old guard that has never stepped outside of Hamilton and the 99% of directors team is same old.

  4. Much appreciated Joey, thanks for what you do, in holding the City of Hamilton bureaucrat’s to account.
