The City of Hamilton’s efforts to support tenants, address property standards, and prevent further building collapses have been stalled again at the Property Standards Committee.

The citizen committee once again failed to make quorum, as a majority of members failed to show up at City Hall this morning, Oct. 1. No members of City Council are on the committee.

There were three property standards order appeals on the agenda.

Without quorum, the appeals cannot be heard and enforcement of the orders is delayed. A minimum of three weeks’ notice is required before the Property Standards Committee meets.

In one of the cases, the City was seeking immediate compliance of standards to ensure a livable and safe environment for tenants. The tenants will now need to wait another month for a decision.

217 Dundurn Street South

The tenants living in this structure will need to wait for a decision regarding electrical standards, window/door/wall/ceiling repairs, kitchen cabinetry fixes, foundation repairs, the installation of a handrail, repairs to plumbing, ventilation systems, laundry appliances, and chimney repair.

The City’s original order, issued on July 3, had a compliance date of Oct. 4.

870 Scenic Drive

At 870 Scenic Drive, the City wants Valery Homes to address health and safety hazards, secure the building, remove vermin and birds from the building, address stormwater drainage surrounding the property, and make repairs to the heritage Long and Bisby buildings of the former Chedoke hospital.

There are two orders issued for the property. The first order had a compliance date of May 12, and the second order had a compliance date of June 26.

13 Bay Street North

The owner of the building that housed the former George Hamilton Restaurant and Brewery is listed as being owned by a numbered company with the mailing address of 366 King Street West. 366 King Street West is the headquarters of Darko Vranich’s group of companies.

The City has ordered the repair of the roof and eavestroughs of the building, window repairs, sealing the building to prevent the entry of pests and vermin, and repair of light fixtures.

The order had a compliance date of Aug. 31.

Property Standards Committee’s Ongoing Quorum Issues

On March 5, 2025, the Property Standards Committee failed to make quorum. The result was a month-long delay in addressing safety concerns regarding the vacant building at 21 John Street South.

Hamilton City Council has no policies regarding repeated meeting cancellations due to a lack of quorum, leaving direct mechanism to address the committee’s ongoing attendance problems.
