Angie Burden, General Manager of Community Services and Carlyle Khan, General Manager of Public Works, are no longer employed by the City of Hamilton.

They were unexpectedly removed from their positions in a shake-up quietly announced in an internal City memo.

No reason for the change was provided.

Both were hired by the City of Hamilton during the tenure of former City Manager Janette Smith, from 2019 to 2023. Cyrus Tehrani, the Chief Information Officer, is the only remaining Smith hire on the Senior Leadership Team.

Mayor Andrea Horwath thanked both of them for their work in a written statement.

“As this is a personnel matter, I will not be sharing further details. As Mayor, I hired the City Manager and trust in her judgment to build and lead the team that supports her work.

I want to thank Carlyle Khan and Angie Burden for their service to the City of Hamilton, and I wish them both all the best in their future endeavours.”

Jackie Kennedy, Director of Engineering Services, has been named Acting General Manager for Public Works.

Grace Mater, General Manager of Community Services, will lead all departments within the Healthy and Safe Communities Department. Mater was promoted to general manager without a portfolio during the peak of the City’s COVID-19 response.

She was assigned community services in early 2023 alongside Burden. This change returns the department to being led by a single general manager.

At the time of publication, no statement has been issued by the City Manager’s Office.
