Hamilton City Council failed to start its Grants Sub-Committee meeting on time Wednesday as, once again, not enough councillors were present to make quorum.

Present in the City Hall Council Chamber was Ward 2 Councillor Cameron Kroetsch. Not present in the Chamber were Ward 1 Clr Maureen Wilson, Ward 2 Clr Cameron Kroetsch, Ward 5 Clr Matt Francis, Ward 6 Clr Tom Jackson, and Ward 11 Clr Mark Tadeson.

Under the Municipal Act, quorum is defined as a majority of members present (50 percent plus one).

The failure to have quorum means at least three councillors were not present at the start of the meeting.

Hamilton Does Not Disclose Video Participation

The City of Hamilton does not reveal which council members are participating in meetings by video conference.

Hamilton has noted that the Municipal Act does not require disclosing who is present at meetings.

A zoomed image of the City Clerk’s computer screen, showing two people in WebEx as City Council’s Grants Sub-Committee failed to make quorum.

Appears Maureen Wilson and Tom Jackson on WebEx at 9:30 a.m.

The City Clerk’s computer screen in the YouTube video shows two people with their video cameras on. While blurry, the images are consistent with the appearance of Clr Maureen Wilson and Clr Tom Jackson.

The meeting gained quorum at 9:34 a.m. when Clr Nann arrived in the Council Chamber.

Clrs Matt Francis and Mark Tadeson did not participate in any of the committee votes, and do not appear to have logged into the meeting at any point.
