Section 284(1) of Ontario’s Municipal Act mandates that all 444 municipalities report the remuneration and expenses of elected and appointed officials.

The list compiles the salaries of Ontario’s top-paid mayors and regional chairs. It includes both lower—and upper-tier payments as well as pay collected for sitting on municipal boards.

This practice of double-dipping has taken hold in the “905 Belt.”

Some politicians pay themselves additional “honourarium” for serving on municipal agencies, boards, and committees, including conservation authorities, municipal entertainment and utility management committees, affordable housing oversight boards, and police boards.

These payments are often excluded from the ‘sunshine list’ salary disclosure.

Ontario’s Municipal Act does not prohibit double-dipping. However, most municipalities prohibit double-dipping.

The 2024 Section 284(1) reports must be released by March 31.
