City of Hamilton staff state numerous zoning and intensification reports will be brought to City Council at the October 3, 2025 Planning Committee meeting.
A memo issued by Director of Planning and Chief Planner Steve Robichaud outlines that the following reports will be considered by Council.
All October 3 decisions will be considered at the October 8 Council ratification meeting.
The new Ward 8 City Councillor will be sworn into office at the beginning of the October 8 meeting.
Here are key points from the memo:
Residential Intensification Work Plan / High Rise Residential Review
“This report will present a work plan to undertake a review and update of the Urban Hamilton Official Plan’s high rise policies, focusing on the Neighbourhoods designation.”
Secondary Plan Updates – Low Density Residential Designations and Medium Density Residential Designations (Phase One)
The staff memo states secondary plan updates will be included “to permit a broader range of uses within Low Density Residential areas” and update designations for existing ground-oriented medium density residential designated sites.
Residential Zones Project – Mid Rise Residential Zones (Phase One)
The memo states “three new mid rise residential zones” will be presented to Council for approval. “Through this first phase, the Mid Rise Residential Zones will be applied to lands outside of Secondary Plans, as well as a number of strategic sites within Secondary Plans.”
Transit Oriented Corridor Zones Expansion (Phase One)
The report will include recommendations to add Upper James, between the Lincoln M. Alexander Parkway and the hydro corridor south of Rymal Road, to the City’s Transit Oriented Corridor Zones. This will allow for more mixed-use residential intensification of the large commercial plazas in this area.
Delegation Requests
The meeting will follow the City’s standard delegation process. Anyone who wishes to speak to any of the proposed changes is required to file a request using the City of Hamilton’s online form.
The City continues to require delegates to provide their address and telephone number; anyone who fails to do so will not be permitted to delegate.
The City does not guarantee the confidentiality of personal information. The City has published home addresses and personal phone numbers of delegates at least four times in 2025.
