Following more than three years of disagreement, Hamilton City Council and Oshawa City Council have finally agreed on an appointee to represent the two municipalities on the Hamilton-Oshawa Port Authority (HOPA).
Cathie Puckering, the former head of Hamilton’s international airport, has been appointed as the sole municipal representation on the federal authority’s seven-member board.
HOPA was created in 2019 when the Government of Canada disbanded the separate Oshawa port authority and merged it into the Hamilton Port Authority.
Hamilton and Oshawa each had one appointee on their respective port authorities. Following the merger, they had to share an appointee.
Following the 2022 municipal election, the two councils could not agree on a protocol for making the joint appointment. Eventually, the two sides agreed to have the Port Authority manage the recruitment for the one-year remaining in the current municipal term.
