Hamilton City Hall is celebrating its best first four months of the calendar year as measured by building permit value in the past fifteen years.
The City reported $1.016 billion in building permit construction value to Statistics Canada for January through April 2025.
This marks the best start to a year in Hamilton’s history, surpassing 2021’s $777.7 million ($913.6 million when adjusted for inflation using the Bank of Canada’s inflation index) and substantially outpacing other years.
March was Hamilton’s third-highest month for building permits in the past 15 years at $407.8 million, thanks largely to the $210-million Television City permit and three other apartment buildings.

Here are the highlights of the permits issued between January and April.
Multi-Residential Projects
The Television City condos, which began construction last year, obtained their primary permit. The two buildings, a 32-storey and 40-storey tower with a total of 612 units, are located at 163 Jackson Street West and carry a combined construction value of $210 million.
Emblem Developments received a permit valued at $65 million for the next phase of their 41 Wilson Street project. Valery Homes received a $32-million permit for a five-storey, 125-unit development at 300 Albright Road.
Institutional and Non-Profit Projects
McMaster University’s student housing project at 1190 Main Street West received a building permit valued at $146.1 million. A four-storey, 224-bed long-term care facility at 466 Highway 8 received an $80-million permit.
The Victoria Park Community Homes affordable housing development on Caledon Avenue received two permits: $35.5 million for 114 residential units and $30.4 million for 87 residential units.
Industrial Development
Two warehouses round out the permits valued at more than $10 million.
A 38,559-square-metre warehouse at 22 Medicorum Place in Flamborough received a permit valued at $52.7 million.
A 4,208-square-metre warehouse at 8 Dobbin Drive in Flamborough received a $15-million permit.
Luxury Residential
The most expensive single-detached home permit was valued at $9.6 million for a residence at 277 Golf Links Road near the Hamilton Golf and Country Club.
