Hamilton’s Manager of Waste Policy and Planning Ryan Kent says the City will face increased service costs if Council decides to provide recycling pick-up services to non-residential properties in Hamilton in the new year.

On January 1, 2026, a new province-wide producer responsibility service will take over recycling in Ontario. However, it will not collect recycling from non-residential sources – a service that the City of Hamilton presently provides.

On April 1st, Circular Materials took responsibility for recycling collection in Hamilton. They maintained the existing City of Hamilton contracts with GFL for collection.

No changes are being made to recycling collection services during the transition period between April 1 and December 31.

Speaking to the Business Improvement Area Subcommittee on Tuesday [May 13], Kent said a recommendation to Council has not been finalized and that he expects Council to have a “cost versus service conversation.”

“We believe the cost will be significantly higher to provide this service as compared to the past.”

City Council will decide what actions, if any, the City will take regarding non-eligible source recycling collection at its July 7 meeting.
