City managers say the City needs to increase non-union benefits to be competitive and responsive to the needs of approximately 1,000 non-union staff.

In a 10-page report being considered on Monday Friday (January 10), they recommend that the City Council approve benefit increases with an estimated insurance premium cost of $240,000 in 2025. The amount may rise in future years, depending how much it costs the City’s insurer.

The recommendations include increasing the Health Care Spending Account allowance to $1,250 from $1,000 per year, doubling the Mental Health Benefit to $3,000 per year, and adding Fertility Treatment to benefits with a “$15,000 lifetime maximum per certificate” cap.

Council’s Non-Union Compensation Committee will meet on Friday, January 10, at 9:30 a.m. at Hamilton City Hall.

  1. No doubt there will be salary increases as well. The last increase was up to 15% in 2023.

    The non-union salary plan consists of 15 pay bands, or salary ranges. The plan is reviewed annually to ensure Hamilton’s competitiveness in relation to 11 other municipalities that are similar in size and structure to the City of Hamilton. Those municipalities are Brampton, Brantford, Burlington, Guelph, Halton, London, Mississauga, Niagara Region, Oakville, Peel, Waterloo Region.

It’s interesting that there’s potential funds available for non-union jobs to help improve health and well-being, but in 2023 when the unions asked for increases for their employees they were told there’s no money in the budget. Right after a huge increase for non-union salaries to keep the wages “competitive.”
