In a report to City Council’s planning committee, City planning staff are seeking Council’s formal approval comments submitted to the Province of Ontario regarding planned changes to Record of Site Condition requirements for development applications.
City staff state the changes will streamline redevelopment applications by removing duplication (such as when “a Phase One Environmental Site Assessment has been undertaken which has not identified potential environmental impacts that would require further investigation through a Phase Two Environmental Site Assessment.”
The new rules will eliminate the Record of Site Condition requirement commercial to residential conversions for buildings with more than six storeys.
There are other changes.
“Staff’s comments are supportive of the amendments being proposed as they have the potential to improve the feasibility of office/commercial to residential conversion projects in the City to support new housing opportunities, expediate the approvals process and potentially allow Provincial staffing resources to be better directed to supporting remediation and redevelopment efforts on true brownfields,” reads the comments signed by Acting Chief Planner Anita Fabac.
